I say very clever .... the common used letters have to have multiple symbols or you could see the wording of the ciphers easily ,open up your thinking Rubislaw . E, usually the most used letter in any sentence would have or need the most symbols . this way it is nearly impossible to determine the common vowels ,which is a big piece to solving ciphers
you would have to buy the cipher to do / know what you stated ..... and it sounds like thats not happening , seriously cops don't mess with this
I see a credible solution to the remainder here , he gives some explanation to how he arrived at it the reverse image , for not displaying a vulgar message to children ? the zodiac is a big essay theme for 8th grade kids , has been for decades

Looking at the case of The Zodiac Killer,as a whole,a number of factors came together,to create,what can only be described as a ''Great American Tragedy''.These include WW2,and the ''circumstances'' of movement of people;Teenage delinquency;abuse of library facilities;and the fascination with motor cars.

Rubislaw32: To be Zodiac case-intrinsic it's certainly one way of looking at it. Over the years, FBI made both serious errors of judgement and lapsed to the point of abdication of responsibility. Their bosses at US DOJ booted Comey, but still want to save the FBI.
