As appears more than likely now, that the Zodiac had earmarked the Mt. Carmel Waco TX siege for a peppering of hoaxed letters both before and after its final storming by the FBI and LE partners, on April 19th 1993. The following is a '' sure fire thing ''of a correspondence from the Zodiac in May and, about six weeks following the siege's ending, resulting in the fatalities of 76 people, including 25 children.
A reference made to the New Haven FBI offices in Connecticut, sitting to the south of the great Yale University and, where the Zodiac appears to have been a regular visitor in the late 1980's in particular.
'' Dear Director Sessions : The FBI handled the situation in Waco in an excellent manner. All responsible citizens can be proud of the sincere efforts made, to resolve the situation peacefully. You were dealing with a lunatic who clearly was a danger to all law abiding citizens.''
'' My daughter worked in the New Haven FBI office a few years ago. My wife and I know first hand how decent and sensitive bureau people are. Your agency is a special group of people. Sincerely, ( redacted ).''

Here, the Zodiac keeps the hoax simple and plausible ...and relatively non-controversial - damning with faint praise. A distinct contrast to many other letters sent which, are often more overtly '' forceful '' on opinion and stance. These '' peppering '' correspondence assaults often did contain a range of viewpoints....and moods.
Like a puppet show, all to the Zodiac's self and, knowledge that he may see some of the fruits of his labour, in published files in the future.
That side to him was certainly a little strange, but not unique.
