They may do. SFPD had it, given to them by CA DOJ, for a public-relations open day. The real point is, that no LE agency has been granted an actual investigative remit by CA DOJ, for 20 years. The Zodiac case is ''high-profile'', and CA DOJ hold exceptional ground rules on the case. Few seem to ever really understand the chain-of-command.
Only though, and is my (and the late Lyndon Lafferty's) claim that CA DOJ hold the DNA profile of William Joseph Grant - giving rise to the Zodiac's primary motive: Persecution of Grant, as Zodiac's biological father.

It's that green-eyed monster in you ''Guest'' - which you can never really supress for long. Nor can you understand why you didn't properly educate yourself in the Zodiac case from your beginnings. It's not just about collating information properly, but then examining ways you might be able to make safe deductions.
On these aspects you have failed miserably. And law enforcement have adjudged you to be of the wrong character, anyway - mostly on account that you have never shown them humility, nor regret for ever having broken the law. In fact, you are a repeat offender. So - no hope for you. Simply categorized in their terms, as ''toxic'' to law-abiding society.
