I've shifted my focus to the 'last 18'. 'Concerned Citizen' must have been the Zodiac. The misspellings alone... and then the right column... the extra two characters for the cipher letter 'Q'; just the tone of the text. The left column was incomplete, like whoever wrote the 'concerned citizen' must have known all of the cipher and yet was in too much of a hurry to get the right side of the 'concerned citizen letter' out to complete the left side?! Why would the Zodiac send in the 'concerned citizen' and not complete the left side? Time and again when the ciphers weren't solved, the Zodiac comes back to give us a hint. He does this for the Z32 as well. The last 18 of the Z408 weren't solved, so the Zodiac helps us with the 'concerned citizen card' by providing additional plain text characters for five of the cipher characters in the last eighteen. Here are just a few thoughts that I am playing with... Maybe the zodiac sun character (the O with the dot in the middle), the last character of the second to last line, isn't a plain text 'E'. Maybe it is a delimiter that signifies that the text that follows, the very last line, is enciphered differently. He uses the same cipher characters as the main body of code. Maybe the last line is double encoded. He first enciphers the last line exactly as the first 390 characters and then uses a Vigenere's or Beaufort to double encipher the last line. I've stated before that the last line could be reversed (read it from right to left). Ignore the tail on the cipher text 'u'. The last line read from left to right deciphers to BEORIETEMETHHPITI. Now read the last line from right to left and reverse the direction of the cipher characters. For example the very last cipher character in the last line is a backwards 'K'[plain text 'I'] change the backwards 'K' to a forward 'K' [plain text 'S'] and continue to decipher from right to left you will get STIPHHTNFETEIGOCB. Most of the cipher characters in the last line are symmetrical (like 'A' or 'W') so they represent the same plain text character read from the left or right! Then of course you must add in the variations due to the applicable characters from the right side of the concerned citizen. I can tell you that I've tried numerous Vigenere's and Beaufort keys to both forward and backward 'last 18' to no avail. A good guess is that the last line contains his signature 'Zodiac'. I sure could use a supercomputer! Finally, an interesting pattern develops when validating that the left side of the concerned citizen is correct. The cipher characters for a given plain text character are almost always in order until you get past about the first half or so of the cipher. In other words, when you compare a plain text letter from the left side of the concerned citizen to the Harden's deciphered text, the cipher characters at the beginning of the Z408 are always in the order given in the concerned citizen. Then somewhere late in the second third or the last third of the Z408 the Zodiac breaks the pattern. For instance, the first plain text 'A' in the Z408 is cipher character 'G'. The second plain text 'A' is cipher character 'S'. The third 'A' is backwards 'L'. This pattern repeats until close to the end of the Z408, where the pattern is purposely broken. That pattern holds true for all plain text letters with the exception of plain text 'H', which holds the pattern to the end. Plain text I and L are exceptions. My point is that you hear a lot of experts claim that Zodiac wasn't an expert at enciphering. Well he was expert enough to purposely make sure that he didn't hold the pattern. Was Zodiac thinking that by holding the same pattern throughout the Z408, it would make his cipher more vulnerable? Anyways, give my thoughts a whirl. See if you can break the 'last 18'! Yes,David C,I think that the Zodiac,was pretty annoyed at the publication of the Don and Bettye's solution.
The Zodiac knew that their solution,was on its way,from a hint to this effect,in the SF Chronicle,the day before.
But when the Zodiac actually saw the publication...he was horrified,that their solution inferred more spelling errors,than he had originally made up.
The extra amount,gave the solution message,an infant-like quality,so removing the intended menace,that the Zodiac had hoped to convey.
So,the Concerned Citizen's letter was to,in effect,''cash in his chips'' with law enforcement,giving them notice of the 8 polyphonic symbols,which corrected the ''false'' spelling errors.But as you inimate,David C,it was a bit of a ''sore loser's'' effort,by the Zodiac,to show the corrections required.
I have just spent more time pouring over the ''many'' real and false clues offered,from the Zodiac,in both the ''Button Letter'' and ''Little List Letter'',for a possible solution to the Z32 Bomb Cipher.
The concept of ''Libra'' has come to light.The ''omega'' symbol,when underlined,becomes the modern day symbol for the astrological sign,''Libra''.
In addition,the hashtag symbol,inserted in the ''Little List Letter'' diagram,used to be called the ''Hash'' symbol.It's origins are,from a corrupted form of '' lb '',which stood for '' Libra ''....but in the context of scales of weight,by the Romans.And,what we now accept as standing for ''pounds in weight''.
Now,in 1961,standard telephones changed the ''previous'' diamond symbol,employed,to the ''Hash'' symbol [ '' # '' ].
Since,at that April 1970 time,it had just been announced that Candlestick Park's turf,would be dug up,in the Fall,to make way for Astro Turf....then a clue,of sorts,may have been offered,from the Zodiac. [....'' You have untill next Fall to dig it up ''....]
Candlestick Park hosted the SF Giants Baseball team,at that time.....but,the Park was now to host the SF 49ers Footbal team,also.
So...Candlestick Park,would be changing their ''Diamond'' Baseball field....into a ''Hash Lines'' Football field....in the Fall.
Just like the telephone....from a diamond...to a ''hash''.
And,all stemming from the ''Libra'' clue....as applying to both the ''omega'' symbol....and,the ''hashtag'' symbol.

okay Hi guys the extra 18 letters you need have been provided by z in the misspellings the 2 18s aren't coincidence, 2 categories IE too many on the one hand and the other missing , I don't wish to be a spoiler but your first contact is in those letters , the initial 18 letters also is an anagram on its own and the 36 does the same , the misspellings make a clear statement, when sorting these you may miss one out so look again and then at its meaning ... belonging to or associated with the speaker ! I will post the imfo asap , it took a couple of hours to fall in with the anagram but so worth it too do. so when you check it out you should have 8 too many and 10 missing, this intro is his mindset then the EBEORIETEMETHHPITI can be seen... all the best.....

time differences could be a problem with this I'm guessing , so I wait to hear from yous for now , when you read the 36 the implication is that all the letters can be read , postcards plus the desk . also he using the same method as ed leedskalnin with his " A BOOK IN EVERY HOME " albeit two very different people indeed he leaves the message/intro at the gate also 36 letters exactly also with bad grammar as the lure, so alls happy days except waiting, dvk

The reality of the ''phenomenon'' of the '' keys sheet '' sent in by someone who the FBI and the Vallejo Police claim to be called ''Concerned Citizen'' is ,that the Zodiac originally intended to create a second puzzle at the end of his main solution message...in anagram form.
As the FBI's Cryptanalysis Unit will be all too aware ,the Zodiac had to abort the second puzzle since,he found himself requiring to use the final part as a ''correcting bay'' for unforced errors he was making as he was setting out his main message.
The second puzzle having a real solution...was ''sacrificed'' therefore.
If the Zodiac is arrested and has to answer for what we see as the final 18 characters ,he may be able to offer a solution...but it will be the original one that he intended,but no longer ''solves'' with what was finally submitted ,in the 3-part cipher text submitted to 3 Bay area newspapers.
A complete waste of time then,attempting to solve the second puzzle.
It has no real solution....though did have,originally.

ok then I think this is real , with all the letters adding to 36 and the anagram saying " yet within this ace brag see poems meter " the range is found via his name " zodiac " equalling 6 more letters which when as written to the right as we normally do gives us a range of 42 top end , therefore the meters set out quite clearly. so to read the desk or what is also the first poem the count is as follows when staying within zodiacs guidelines , line one; sick of living unwilling to die cut clean if red = 39 line 2; clean blood spurting dripping spilling all =37 line 3; over her new dress oh well it was red anyway life = 39 line 4 ; draining into an uncertain death she wont die this =42 line 5; time someone ll find her just wait till next time = 40 … the poem is now a 5 line stanza or quintain as im told, therefore all letters should do the same , the math for the confession adds up nicely also and what else would you sign other than zodiac . if you try the math for the confession start at " she was young etc " then it works.. this is there for the common man fanbase probably vets, yet moreso criminally minded people and so on, so once again " yet within this ace brag " the planning is clearly visible and these take time to assemble , the larger letters and the 408 especially so all thought out ahead , the spontaneous letters are were the sport is or was so at the time , presently im midway doing the desk , im seeing the confession more as his manifesto or mindset explained , all the best dvk

Hi there Rubislaw32,
Due to my recent research something interesting has come up, the last 18 letters of the Z408 has the word Hemet in there, Hemet is the home of the Ramona Pageant which is based on a book called Ramona, it occurred to me while looking over the Cheri Jo Bates case that she attended Ramona High School surely this can't be coincidence?
Was Zodiac referring to his first crime? IS THIS HEMET ROBE TIP - EBSORIETEMSTHHPITI
Just my thoughts would appreciate your input

Many solutions are possible, Ninecrows333 and, certainly don't mean to come over as flippant since, to ascertain at least something close to what the Zodiac's original intentions were, with '' the second puzzle '' to the 408, could offer more clues about the Zodiac.
At a guess, I feel that the Zodiac's intention was a solution that brought the solver and readers of a solution, back into the reality about him. From the largely fantasy content of the main first puzzle, designed to offer menace and nefarious intention, the second solution would have been a factual statement, or an expressed opinion - probably related to newspapers, or Herb Caen in particular, as the leading columnist of his day.

Thanks for your reply Rubislaw32, I will have to read up on Herb Caen, there is so many twists and turns with Zodiac it is a true puzzle. I will keep going, I haven't had as much time to work on it but try to keep up tp date with any developments. I am curious about Morf's new suspect as there has been much gossip on reddit but time will tell.
Hope all is going well with Emma Caldwell's case and her family are making some steps towards finding the right man who took her life.

It's always welcoming to see efforts made on those final 18 characters, Ninecrows333, since the solution remains uncertain and, therefore another potential clue about the Zodiac, waiting around the corner. It certainly appears as if Herb Caen was something of a hero to the Zodiac - but simply one suggestion.
One could look at those final 18 characters as an extension of the main passage, but in transposition form ( anagram ). In effect, that we buy into the probable scenario that the 408 was created by '' concerned citizen ''who, made the 408 as a predominant homophonic substitution cipher - but with 8 deployed polyalphabetic symbols. And, it is '' concerned citizen's cipher keys, which leave a solved cipher with just three errors in the main passage : PARADICE ; EXPERENCE - as presumed deliberate errors . And, THA - as a presumed unforced error ( THAT ).
This combination of homophonic symbols and polyalphabetic symbols could be termed as '' Multi-substitution '' - or indeed, simply that polyalphabetic symbols have been employed, at all, points to a '' Multi-substitution '' description of cipher encryption.
I make a particular point of this since, the author of the 1988 New Canaan Letters refers to '' Multi-substitution ciphers ''.
'' Multi-substitution ciphers '' ? Yes, the plural term employed.
What ciphers ( plural ) was the presumed Zodiac referring to ?
Well, obviously the 408....and, looking more and more likely, the 340 also.
Rubislaw 32 claims that the Zodiac deployed 6 polyalphabetic symbols in the 340, and has already illustrated their operation.
If the Zodiac is the author of the New Canaan Letters, it certainly looks as if he was referring to both the 408 and 340, as '' Multi-substitution ciphers '' - ciphers that contained both homophonic and polyalphabetic symbols.

As a footnote postscript to the previous post, what is it that I am further inferring by presumed Zodiac's reference to '' Multi-substitution ciphers ''?
Well, if we examine the more sizeable other ciphers, that are probably by the hand of the Zodiac, that are already solved, like Z148 ( circa mid 1971 ) and Z263 ( April 1988 ), they are both exclusively homophonic ( one-to-one substitution ) ciphers. Whereas the solution to 408 works most accurately, employing concerned citizen's 8 polyalphabetic symbols.
I would simply recommend to any potential solvers, to treat all efforts beyond the 408 and 340 ciphers, small ( e.g. Z13 ), medium size ( e.g. Z63 ( Z65 ) ), or large ( e.g. S5 ( Z180 ) )....as exclusively homophonic substitution ciphers ( cryptograms ) created by the Zodiac.
In effect, that the Zodiac gave up the deployment of polyalphabetic symbols ( pattern cheating ), after his first two ciphers, the 408 and the 340.

Undoubtedly, the Zodiac was referring to Z340, in April ( 20th ) 1970.
18 years later, he appears to have elaborated a bit more, and infers that the 340 cipher is a '' multiple substitution cipher ''.

The official definition of a Polyalphabetic Cipher :
'' A polyalphabetic cipher is any cipher based on substitution, using MULTIPLE SUBSTITUTION alphabets.''
So, one can conclude that the 408, with cipher keys by concerned citizen ( the known solution with least perceived errors ), and contained 8 polyalphabetic symbols, was a MULTIPLE SUBSTITUTION cipher.
On August 10th 1969, the day after The SF Chronicle published the Harden's solution to the 408 cipher, '' concerned citizen '' sent a typed letter and sheet containing cipher keys to solve the 408, according to him '' concerned citizen '', to Detective Sergeant John Lynch of the Vallejo P.D. . The cipher keys sheet included the 8 polyalphabetic symbols and their multiple solutions.
The Harden's solution to the 408, assumed that all the character symbols employed in the 408 cipher were homophonic and, as a consequence, there contained more perceived errors in the Harden's 408 solution, than the solution according to '' concerned citizen ''.
In 2020, the Zodiac contributors, Richard Grinnel, Rubislaw 32 and Toots, demonstrated that beyond a reasonable doubt, the typewriter employed to write a typed letter to Detective Sergeant John Lynch, from '' concerned citizen '', on August 10th 1969, was the same typewriter employed by the extortionist '' S C '' to type a postcard of extortion to George Webster and his family in New Jersey , in January 1982. George Webster was the father of Zodiac outlier case victim, Joan Webster who, had disappeared in November 1981, when leaving Logan Airport, Boston, accompanied by '' The Bearded Man ''. The postcard of extortion is now known as '' The Santa Claus Postcard ''.
Inference : '' concerned citizen '' = '' S C '' = The Zodiac.
Was the author of the 1988 New Canaan Letters which, included a reference to '' Multi Substitution Ciphers '', also concerned citizen/ S C / The Zodiac ?
A number of clues that the two 1988 New Canaan Letters may well have been written to George Webster, by concerned citizen/ S C / The Zodiac, with the envelopes addressed to George's then mistress, as a ploy by the extortionist to maximize embarrassment for George.
One clue in particular, is a perceived concealed message to George, down the central column of the Z263 cipher solution - an exclusively homophonic cipher contained in the two April 1988 New Canaan Letters.
