On the 31st July 1969,The Zodiac Killer posted a cipher,in three parts,to each of the three major Newspapers in the San Francisco vicinity.
The Newspapers were : The San Francisco Chronicle ; The San Francisco Examiner , and The Vallejo Times Herald.
2 days later....
08/02/69 : The three major Newspapers publish their ''third'' of the ''408'' cipher.
1 day later....
08/03/69 : The SF Chronicle publish the complete ''408'' cipher.
6 days later....
08/09/69 : the SF Chronicle carry a report on Bettye and Don Harden,a couple of school teachers and habitual crossword puzzlers whom,are believed to have solved Zodiac's ''408'' cipher.Also included in the newspaper report is an example of their cipher key work.
Later the same day....
18:35 : Sergeant John Lynch,of The Vallejo Police,receives a phone call from George Murphy of The SF Chronicle.George Murphy explains to Sergeant Lynch that they,The SF Chronicle,are in possession of the solution work,as submitted to them.....and enquires if Sergeant Lynch would like to check it,and verify it.
John Lynch drives into San Francisco,and visits the offices of The SF Chronicle,to examine the work submitted by The Hardens.He further verifies the cipher solution work,and then phones The Hardens,to verify that they are whom they claim to be.
Next day....
08/10/69 : The SF Chronicle hits the newspaper stands,showing the solution to Zodiac's ''408'' cipher,by The Hardens,in full,with formal verification by The Vallejo Police.

On that day,August 10th 1969,news was beginning to filter through,of a ritualistic mass murder,in the Hollywood area of Los Angeles,of film star Sharon Tate,and four of her guests.But,as far as newspaper readers in the San Francisco vicinity were aware,the solution to Zodiac's cipher,was the ''big'' news.
I present the solution,by The Hardens,precisely as they had solved it...but with syntactic additions,for ease of reading :
I LIKE KILLING PEOPLE BECAUSE IT IS SO MUCH FUN.IT IS MORE FUN THAN KILLING WILD GAME IN THE FORREST,BECAUSE MAN IS THE MOST DANGEROUE ANAMAL OF ALL.

The final 18 characters appeared to make no sense,but even then,they were presumed to be an anagram,left by Zodiac,as a puzzle,in itself,to be solved.

The same day,August 10th 1969,The Vallejo Police were ready to field phone calls from the general public,in response to the Hardens' solution to the ''408'',and published as an exclusive by the SF Chronicle.
Officer Bawart would be on duty,for this responsibility,with Sergeant John Lynch available,if required.
The first call arrive at 13:40,that afternoon.It is officially documented,in police reports,as follows :
8-10-69 1:40 PM Call received from a Robert H.Coon 345 Hyde St.San Francisco who stated he decoded the remaining portion of the cipher as follows : THE TIP I'M ROBERT E EEEE. COON feels that the four E's may stand for a name such as FORESE or FOURIES.[Bawart]
The next call arrived fifteen minutes later,from a Fred XXXX of Stanford Research Center,believing that the concept of ''Slaves in Paradise'' may have originated in South East Asia,and the Southern Phillipines,in particular.
And so the calls kept coming,and as documented,for a good couple of months following the publication of the Hardens' solution.The majority being suggestions for a solution to the presumed anagram : E B E O R I E T E M E T H H P I T I .
The next day....
On August 11th 1969,news was starting to filter through of another ritualistic mass murder...this time a couple called the LaBiancas,who were neighbours of Sharon Tate,in the hills of Hollywood.
At the main Vallejo Police station,business was normal.That afternoon,Sergeant John Lynch received a type written letter with an accompanying card,from someone who called themselves ''concerned citizen''.This letter had been posted the day before,at a post box in San Francisco.The card contained a key code which,the ''concerned citizen'' proposed,would solve Zodiac's ''408'' cipher.The letter was as follows :
Dear Sergeant Lynch
I hope the enclosed ''key'' will prove to be beneficial to you in connection and word puzzles is one of my pleasures.Please forgive the absence of my signature or name as I do not wish to have my name in the papers and it could be mentioned by a slip of the tongue.With best wishes concerned citizen.
John Lynch,at that time,decided to make a copy to send to the Hardens,in order that they might draw comparisons with their own solution.But,more importantly,he carefully prepared the letter,to be sent to the FBI,for the purposes of forensic examination.

So,what was the solution to Zodiac's ''408'' cipher,as offered up by the ''concerned citizen'' ??
Well,what is immediately noticeable about the ''key card'' that the ''concerned citizen'' had enclosed is,that ''he'' had included some ''polyphonic'' alternatives to the main thrust of the cipher,that was ''homophonic'',in nature.
These ''polyphonic'' additions would make the solution,that small bit more correct on spelling,than had been proffered by the Hardens.
Having followed the ''concerned citizen's'' key card faithfully,the following is what I believe to be the final solution to the ''408''....and that which the FBI Cryptography unit,would have similarly arrived at :

I would suggest that it is all too apparent that,there are spelling errors in both the Hardens' solution to the ''408'',and that offered up by the key code of the ''concerned citizen''.
But,the key code of the ''concerned citizen'' effectively corrects some of the spelling errors emerging in the Hardens' solution.
The spelling errors occurring in the Hardens' solution are :
DANGEROUE - should be DANGEROUS
ANAMAL - should be ANIMAL
EXPERENCE - should be EXPERIENCE
PARADICE - should be PARADISE
THE - should be THAT
SLOI - should be SLOW

The spelling errors occurring in the ''concerned citizen's'' solution are :
EXPERENCE - should be EXPERIENCE
PARADICE - should be PARADISE
THA - should be THAT

Clearly,it is the ''availability'' of some ''polyphonic'' alternatives,appearing in the key code of the ''concerned citizen'',that improves the spelling.
Given that ''PARADICE'' was to become a favoured misspelled word of Zodiac's,we can be confident that it was intentional [?].In addition,in the knowledge that Zodiac had a predilection to words,such as ''CEROUS'',it seems likely that ''EXPERENCE'' was similarly intentional.
So,that just leaves us to ponder over the misspelling of ''THAT''.Clearly,the ''concerned citizen'' was closer [!],with ''THA''.But what is equally clear is that ''THA'' was actually an ''unforced error'',on Zodiac's behalf.
Drawing us,perhaps,into the suspicion that the ''concerned citizen'',was none other than Zodiac,himself [?][!].
More to the point,if the ''concerned citizen''/Zodiac had mistakenly spelled ''THAT'' as ''THA'',then it infers that the cipher solutions message,was intended to take up precisely 19 of the 20 lines of 17 characters on offer.
A further inference is that,although Zodiac may have always intended for the cipher to be of 20 lines,in its construction,then the 20th line was always intended to have its solution decided,once he had completed his ''pre-organized'' message about ''killing'' [?].
So,with Zodiac's unforced error,''THA'',he found himself with 18 remaining characters to construct his ''final puzzle''....which he proposed would be an anagram.
And,given that the Hardens were not privy to the extra information on Zodiac's ''polyphonic alternatives'',then their final 18 solution letters,EBRORIETEMETHHPITI,were never going to amount to a recognisable answer....because the letters,as a collective,were simply incorrect !!
It was the ''concerned citizen'' who was,effectively,offering the correct final 18 letters : EBSORIETEMSTHHPITI
And,with confidence,I proffer that Zodiac withdrew from the fantasy element of his main ''killing'' message....and came back to reality,finishing with an anagram,that was magnanimous and,telegraphed a desire for him to be recognised as worldly and educated.

When the Harden's solution to Zodiac's ''408'' cipher,was displayed in its ''same'' grid format,there appeared the following,down the central column :
MR ERTT BELLY
The word ''BELLY'' immediately brings familiarity with celebrity lawyer,''Melvin Belli'',whom Zodiac was to write to,in a plea for help,five months following the publication of the ''408''.
One of Melvin Belli's favourite quotes,as if,in self-deprecation,was : ''I am not an Ambulance Chaser - I usually get there before the ambulance.''.
''ERTT'' is known to stand for : ''Emergency Response Technical Training''.It is the knowledge that hospital or community sponsored medical staff require,to carry out emergency work....which of course requires ambulances.It can also involve firefighting.
Is it possible that ''MR ERTT BELLY'' was a sarcastic reference to Melvin Belli ?
The celebrity lawyer,whom Zodiac realised early on,might be of use to Zodiac,in the future [?].

We can even,by observation,extend that central column,for both the Hardens and ''concerned citizen's'' ''408'' solution,to :

At 13 characters in length,this is the same length as ''COON U,U DID UCLA'',which appears in Rubislaw 32's solution to Zodiac's ''340'' cipher.
''I'M MR.ERTT BELLY''.Even more ''sarcastic'',with Zodiac referring to Belli,as if himself,Zodiac [?].

I think that paradice is not mispelled as explained above, but is short for pair a dice. For some reason something seems to indicate a link to a small town in Nor Cal or a motel. Just can’t shake that idea.

''PARADICE'' is one of Zodiac's more familiar deliberate misspellings,and most notably,appearing on the back of Zodiac's Halloween Card sent to Paul Avery.
There have been a number of interpretations offered,with regard to this misspelling.
''Paradox'' and ''Parodies''.
''Par-a-dix''....''For-a-ten''...''Fourteen''.A ''curious'' French interpretation.
''Para-dice''....Anglo-Spanish interpretation....''By dice''....''By the plural of die''.....''By multiple deaths''.
It has always been difficult to pin Zodiac down,on one specific interpretation,of almost any aspect to him.
This has always been particularly apparent,when it came to Zodiac's chosen words....and how he elected to spell them.

The opportunity of ''chance'' and good luck,on offer.

Einstein,at the time,was observing the phenomenon perceived,that events often appeared to happen,by the chance of a figurative ''throw of the dice''.

The commonly held belief is,that Zodiac constructed a cipher of 408 characters,to convey a solution message that would just run short of 408 characters.
The allocation of ''408'' was to allow him some margin of changing his mind,as he laid out his partially prepared message,in coded form.In effect,in the knowledge that there would be ''remainder spaces'' at the end....and whose quantity,would only be established,once the main message was complete.
As it transpires,there were 18 allocations remaining.And it appears abundantly clear that,those 18 allocations would constitute an anagram,inviting the solver to try their hand,at a ''sign off'' anagram.
But,was there really,a single defined solution,to this ''second puzzle'' anagram ?
If we examine the keys of the ''concerned citizen'',whom we now know,had deployed the use of 8 polyphonic symbols,then we can see that,for those last 18 character allocations,three polyphonic symbols can be seen to have been deployed.
To the layman,what this means is,that rather than there being a single set of 18 character allocations,namely ''EBEORIETEMETHHPITI'',there were actually a further seven different sets,making 8 sets,in all.
Here are the 8 sets of anagrams,that were actually available,through ''concerned citizen'' 's interpretation.

The implications are,therefore,that it was the Zodiac who had,in effect,left the solver with 8 slightly different anagrams,to chose from,in order to find a ''second puzzle'' answer.
Part of the Zodiac's warped charm and humour ?
Indeed,likely to be the case.There was not one right answer....and/or,there were many right answers.
When the Zodiac is brought to justice,he may well produce a right answer....but it will be his,and his alone.
With 8 sets available,the implications are all too clear...there would never be a single correct answer,available to the solver.

Perhaps you could post again,with more details,to refute the claim ?
It appears that ERTT and similarly named forms of training,go back to April 1951,as a series of civil defence programs,formed and designed,in readiness for ''The Cold War''.
These courses then also became adapted for Industry and City requirements.

The ''8'' possible ''sets'' of 18 character cipher text,as a ''remainder'' beyond the Zodiac's ''390'' character message....though appearing as ''permutations'',are actually ''loose combinations'',available to be solved as anagrams.
The real answer to a solution is ''thousands'' of possibilities...and,furthermore,eight times the number of possibilities that few outside the FBI's Cryptanalysis Unit appreciate.
The whole subject of Cryptography,as a theoretical study,is a sub-section of ''Combinations and Permutations''....just one aspect to the Language of Algebra which,together with the Science of Calculus,constitutes the ''Art'' of Mathematics.
''Combinations and Permutations'' includes other sub-sections,such as ''Probability Theory''.
