What if he was going to kill both and was teaching a lesson and torturing the kid before killing him the other police officer arrived just in time to save that kid... also I think the other police officer that was sleeping with her would be that guys partner why did he not want to go check out the call saying it could be fire crackers is that what police men so doubt it or maybe it was planned for him to stay away since he was with a partner in the car his job was to keep him away.... also saying he doesn't know the girl she worked at a diner and sounds like a small town plus beat cops they eat at diners for sure he met her... Also another fact is he would know details of other homicides to cover up his crime he took credit for homicides what if these are all from different killers and the first killing he knew about and did a copie cat of it and pretended he killed 40 killers ... also explains why the killings just stopped out of no where.... also when he rode in the ambulance he could of spoken to the kid before and after saying he's lucky and he should stay quiet or else he would finish the job and make his life a living hell and kill him and get away with it since he's a cop in a small town he did .... and the last theory is that the cop Hoffman and the kid is in on it together... the kid said a lot of things and now when he's older he's adding things looking less scared saying she said Richard adding now that they were going to get married very weird....before people say why would he allow to get shot so many times well think about it he brought extra clothes when its hot all shots were not fatal maybe extra clothes... gun could be taken with the cop not like he was going to be checked for 9mm ... also went in the ambulance to make sure he sticks to the plan they had
